Looks like a pandora's box to me. It introduces a relatively complex instruments to consumers that mostly won't understand it.

At least annuity products and insurers in general are relatively well regulated, especially those that do business in NY.

Agreed. I think some people realized there is more room to use the 401k liquidity.
You can say if we securitize couple of levels of mortgages, why not try something with 401k as well?
So there is a scope creep for 401k, from a pure retirement fund to a pure investment.
