The Division of Trading and Markets is seeking a Supervisory Financial Analyst for its Office of Analytics and Research, located in Washington, DC. The Division establishes and maintains standards for fair, orderly, and efficient markets. It regulates the major securities market participants, including broker-dealers, self-regulatory organizations (such as stock exchanges, FINRA, and clearing agencies), and transfer agents.
The Associate Director’s responsibilities include:
The successful candidate MUST be a US Citizen and must have at least one year of specialized experience equivalent to the GS/SK-14 grade level; providing analytics support for, and context to, general policy decisions and rule-writing initiatives; creating and refining metrics and analytics for programs that monitor registered and regulated market participants, such as broker-dealers and clearing houses; monitoring, and advising personnel, regarding risk models and methodologies used by registered and regulated market participants; and creating and maintaining a data collection and analysis framework in monitoring the securities markets.

The Associate Director’s responsibilities include:
- Leads a market data analysis program that provides the SEC with the capability to monitor and analyze equity and options market activity; reconstruct the details of specific market events; and conduct quantitative analysis and data-driven research in order to inform Division and Commission policy- and decision-making with respect to market structure issues.
- Develops and implements standing research programs to include the ongoing monitoring of equity and options markets based on continued analysis of market data, as well as monitoring and analysis of the security-based swaps markets.
- Responds to questions and inquiries on matters related to the market data analysis program from agency staff, securities industry representatives, other federal agencies, and the public. Consults with industry leaders, representatives of self-regulatory bodies and other interested persons, as appropriate, to help inform the office in performing its data-driven analysis and research.
- Represents the agency in meetings, conferences, and in public forums.

PREFERRED EXPERIENCE:
- Education and/or experience in analyzing and evaluating financial markets and products and compiling relevant data;
- Experience with technology systems designed to digest and analyze large quantities of market data.
- Knowledge of federal securities laws relating to market structure for all types of registered entities;
- Experience in the development of new rules related to the market structure of the securities industry or determination of the impact on new rules on operations;
- Experience in the performance of analyses of proposals by market participants for new products, new methods of trading, new exchange rules, and new types of trading venues
- Masters or Ph.D. in a relevant field;
- Strong interpersonal skills to interact effectively with industry representatives as well as with SEC senior officials, supervisors, co-workers, and the public.
