Does this count as an academic letter of rec?

I wasn't really close with any of my professors in college. Would taking a relevant college level course again and really applying myself and helping other students and asking the professor for a letter of rec be a good idea?
 
I assume you are applying for a master program. You should really get something from a professor.

This letter from the TA should only be an extra (which you usually can add to an application)

Edit : Don't retake a college course for the sake of getting a recommendation letter.... Waste of money and mostly time...
