COMPARE Poor Undergrad GPA. Which program would weight PhD degree in admission process?

Hi all, I am going to apply MFE program (Fall 2021).

Currently, I hope to target Columbia, Cornell and Toronto MFE. However, my undergrad GPA is so low. The below is my profile. Any one can give me on the chance of getting admission?

Undergrad:
- Finance (2.8/4)
Postgrad:
- Msc in Math (3.6/4)
- PhD in Engineering (3.6/4)

Although I hold a PhD degree in STEM, my undergrad is so slow to pass their admission threshold. Anyone has similar experience can let me what is the situation in the admission process? Thanks a lot!
